JOB VACANCY – PARISH CLERK / RESPONSIBLE FINANCIAL OFFICER (RFO)
Uffington Parish Council is seeking to appoint an organised and motivated individual to join a recently refreshed team of councillors as Parish Clerk and Responsible Financial Officer (RFO).
This is an exciting time to join Uffington Parish Council. The Council has recently welcomed a new team of councillors who are enthusiastic about working collaboratively, supporting the local community and continuing to develop the parish.
Uffington Parish Council consists of five elected councillors who represent the interests of the local community. The Council has an annual precept of £10,280 and serves a community of approximately 280 residents living in around 100 properties.
Uffington is a quiet rural parish lying a few miles east of Shrewsbury. Bordering Haughmond Hill and close to the River Severn, it is a picturesque area that is popular with walkers and cyclists.
Applications are invited for the position of Parish Clerk and Responsible Financial Officer, with the successful applicant taking up the post as soon as possible.
The successful applicant should be confident using Microsoft Office, email (Zoho) and online systems and have reliable internet access. Previous experience as a Parish Clerk or within local government is desirable but not essential, as training and support will be provided for the right candidate.
The successful applicant will be expected to undertake continuing professional development and, if not already qualified, work towards the Certificate in Local Council Administration (CiLCA), with support from the Council.
The Clerk is responsible for:
- Preparing agendas and taking minutes for Council meetings.
- Dealing with correspondence and responding to enquiries.
- Liaising with contractors, residents and local government officials.
- Managing the Council's accounts, including maintaining the cash book, bank reconciliations, budget preparation, PAYE and preparing for and coordinating internal and external audits.
- Administering the Parish Council website (www.uffingtonparishcouncil.org.uk).
- Maintaining the Parish Council action log using Microsoft Excel.
- Ensuring the Council complies with statutory requirements and follows proper governance procedures, advising councillors so that decisions are made within the Council's legal powers.
The successful applicant will have good communication and organisational skills together with good IT skills, including Microsoft Word, Excel and email.
The post is for an average of 6 hours per week. The workload averages approximately 6 hours per week, although some flexibility is required around meeting dates and year-end financial processes.
Salary will be paid in accordance with the National Joint Council (NJC) Salary Scales (LC2 SCP 18 - 23), depending on qualifications and experience. The salary range is £16.35 to £17.85 per hour (pro rata). Mileage for authorised business travel is payable at 55p per mile for the first 10,000 business miles in a tax year, reducing to 25p per mile thereafter.
Attendance is required at the monthly Parish Council meeting, held at Uffington Village Hall on the second Monday evening of each month (excluding August and December), together with any occasional additional meetings.
At all other times the Clerk will work from home. IT equipment required to undertake the role will be provided, together with a tax-free Working from Home allowance of £26 per month.
A comprehensive handover from the current Clerk will be provided.
